  1. Heat oil or butter in a pot and sauté the onion until soft.
  2. Add diced carrot and cook for a few minutes.
  3. Stir in flour and cook briefly, then remove from heat and add paprika.
  4. Pour in water or broth, stirring to avoid lumps.
  5. Add green peas, salt, pepper, and sugar.
  6. Simmer for 15–20 minutes until vegetables are tender.
  7. Add pasta if using and cook until done.
  8. Finish with fresh parsley and adjust seasoning.
