Make the cake:
- Preheat oven to 350°F (175°C). Grease and flour two 9-inch round pans (or one 9×13 pan).
- In a large bowl, whisk flour, sugar, cocoa, baking soda, baking powder, and salt.
- Add eggs, buttermilk, oil, and vanilla. Beat until smooth.
- Stir in hot water (batter will be thin—this is normal).
- Pour into prepared pans and bake for 30–35 minutes (round pans) or 40–45 minutes (9×13), until a toothpick comes out clean.
- Cool completely before frosting.
Make the frosting:
- Cream butter and cocoa together.
- Add powdered sugar alternately with milk, beating until smooth and fluffy.
- Stir in vanilla. Spread over cooled cake.
