- Cook the Ground Meat: Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the ground meat, breaking it apart with a spatula. Cook until browned and cooked through. Remove the meat from the pan and set aside.
- Sauté Aromatics: In the same pan, add the remaining tablespoon of oil. Add the minced garlic (and chili, if using) and sauté for about 30 seconds until fragrant.
- Stir-Fry Bok Choy Stems: Add the chopped bok choy stems to the pan and stir-fry for 2–3 minutes until they begin to soften.
- Add Bok Choy Leaves: Add the bok choy leaves to the pan and stir-fry for another 2 minutes until they wilt.
- Combine Meat and Sauce: Return the cooked ground meat to the pan. In a small bowl, mix the soy sauce, oyster sauce, sesame oil, rice vinegar, sugar, and black pepper. Pour this sauce over the meat and vegetables, stirring to combine.
- Simmer: Add the water or broth to the pan. Cover and let it simmer for 2–3 minutes, allowing the flavors to meld and the sauce to slightly thicken.
