- Mix the minced fish, cooked rice, onion, garlic, egg, paprika, salt, and pepper in a bowl until combined.
- Stuff and Roll:
- Place 2 tablespoons of filling in each cabbage leaf. Roll tightly, tucking in the sides as you go. Secure with toothpicks if needed.
- Cook the Sauce:
- In a large pot, combine the tomato puree, fish stock, sugar, paprika, caraway seeds, salt, and pepper. Bring to a simmer.
- Simmer the Rolls:
- Place the cabbage rolls into the pot with the sauce, seam-side down. Cover and simmer on low heat for 45–60 minutes, or until fully cooked.
- Serve:
- Garnish with sour cream and serve hot, accompanied by crusty bread or potatoes.
